Quality's Phantom Lady was created by Arthur Peddy as a female counterpart to the publisher's pulpy crime fighters. The comic didn't really take off until it moved to Fox, where artist Matt Baker (together with writer Ruth Roche) gave the heroine not only more spunk and attitude, but also an astoundingly risque outfit that played directly to Baker's strengths as the best Good Girl cheesecake artist of the Golden Age. The low print runs of the title have led to Baker's immortal Phantom Lady covers becoming the most in-demand cape books of the late Golden Age, with this issue featuring what might be Baker's best-known and most-collected cover.

Baker, whose work was sadly unsung during his brief life, has become among the most revered of mid-century American illustrators. His notable position as one of the precious few black artists regularly working in WWII-era comics lends gravitas to his extraordinary body of work. This may be the most coveted Good Girl Art cover ever produced.
