Originally envisioned as a hasty merger of Batman and Robin Hood, the Green Arrow's rocky start belied a career of lucky breaks. By the release of this issue he was another hero property DC allowed to stagnate into near-irrelevance that was due for a comeback. Thus, his timely induction into the publisher's newest revival of old-school characters, Justice League of America, which had already, by this fourth issue, become a flagship title for DC's newly popular line of superhero comics.
