Detective Comics #25 is two issues away from introducing Batman to the world, but there's still a proper first appearance as Franklin Delano Roosevelt makes his debut as a DC character (apart from some earlier quick cameos). Jerry Siegel and Joe Shuster do the honors as FDR himself brings in Bart Regan and his partner Sally Norris to bust a gang of foreign spies in the aptly-named "The President's Assignment." There's also a classic cover by Fred Guardineer with a dapper cat burglar getting caught red-handed.
